What changes in 2027

These changes come from the CMS 2027 final rule. We only list them here; your agent explains how they affect you.

  • The Special Enrollment Period for income up to 150% of the poverty level stays unavailable

CMS finalized that Exchanges will continue to be prohibited from offering this Special Enrollment Period in 2027.

  • Verification before enrolling in some Special Enrollment Periods

CMS finalized pre-enrollment verification for Special Enrollment Periods on Exchanges that use the Federal platform.

  • More income verification

CMS finalized additional verification when data sources show household income under 100% of the federal poverty level, and removed the requirement to accept your income statement when the IRS has no data for your household.

  • Filing and reconciling taxes

For 2027, Exchanges on the Federal platform will use the one-year rule: you can lose advance payments if you did not file taxes and reconcile the help you received in a prior year.

  • Help with the monthly payment requires an eligible immigration status

The advance premium tax credit and cost-sharing reductions now require the person to be a citizen or an immigrant whose status the law counts as eligible ("eligible alien" in the statute), and the Marketplace must verify that status. An agent reviews your case with you, and household members who qualify can still apply.
